As a ordinary vip of course you can vote Yes or no in a recruitement, however depend on Dice and Ajmin of course.
As a Vice Leader, i have the powers to help the leaders and handle the clan (the word "vice" in latin it mean "working in place of another" or to be in power to help).
In general a vice leader is like a leader, but this is not related in this answer.
